Wont work in PHP8
It doesn't work on PHP 8.1 due to an error in debug_log, and in that case, the download dialog doesn't appear. However, it works perfectly on PHP 7.4.

Fantastic! (Why isn't this in core?)
This worked out just great, thanks for saving me some time! Great job. It is a little jarring to have to re-import authors, when I know the menus I want to import are only by one author, but I guess that is what comes along for the ride with WordPress using the default export tool.
